I have 20 inch bike frame could I add 26inch fork?

I'm assuming you have a 20" frame for a 26" wheel cross or mountain bike in which case yes you could find a compatible 26er fork.
If you mean you have a bike with 20" wheels then no because you could not put a 26" wheel on the back and even if you could the geometry of the bike would be way off and you would not have a very fun ride.
Generally it is cheaper to buy a complete bike than piecing one together unless you already have a good frame.

Find out what travel
forks came with the frame and you can safely go a little over (10-20mm) but
not much more. If you put a high travel fork on a MTB, it will ride like a chopper.
Also, you need to consider disc brake/Vbrake mounts and QR or thru axle.
If you haven't considered this, perhap building a bike isn't a good idea or will cost
you more in mistakes in the long run.
