Well, off the top of my head the Giant Ricon roughly meets your criteria: It is a mountain bike with an adjustable suspension fork and disc brakes but has 26" wheels and lists at $500. See http://www.giant-bicycles.com/en-US/bikes/model/rincon.black/3873/36247/ If you're 5'4" the 20" model should roughly fit you, but you should visit your local bike shop for a real fitting.

I'm not sure you're going to find a lot of bikes with disc brakes for less than $400, but if you are flexible on that point there are a lot more options available. For instance, both Trek and Giant have several mountain or hybrid bikes costing less than $400: http://www.brightspoke.com/s?bty=mountain,hybrid&clt=400

You may want to think harder about what you want in a bike. Hybrid bikes and true mountain bikes are pretty different things, suitable for different kinds of riding. If you're not planning on real singletrack or mountain riding, I think you should be leaning toward the hybrid, and on a hybrid you probably don't really need disc brakes.

Also, as has probably occured to you, you're probably still growing, so I think you are smart to be looking for relatively inexpensive bikes.
