BMX bikes are not designed for speed they are designed for tricks.
BMX 13 mph tops Mountain bike about 25 mph

Well those are both specialty bikes. You "can" ride BMX trails on a mountain bike, but not as well. Same when you flip the coin, the BMX bike is not really designed for mountain trails. Of the different specialty bikes, you probably picked the two that could be crossed over with the right rider.
Get the bike that matches the way you ride, what you want it to do, what you like it to do.
If you want to ride trails, especially mountain trails, a BMX is a bad choice, it is tough enough, but it has one low gear, conversely if you like BMX riding, a mountain bike has a lot more weight and features you do not want on a BMX bike

Mountain bikes and bmx bicycles go relatively the same speed BUT it also depends on many things. What is the ratio on a bmx? Mountain bikes normally have gears which give them an advantage. Etc. etc.

Both will be equally fast falling off a cliff at the rate of 9.8 meters per second, per second.
Neither bike is considered 'fast' compared to a good rider on a road bike. BMX bikes generally putt around at 8 mph or less average. A mountain bike, maybe a 10 mph average. But even an out of shape person like me can average 12 mph & above in a stop & go urban setting.

IRL, it'd depend a lot on ride conditions and rider ability.
If you were to do a drag race kind of comparison - flat, firm surface, straight ahead - even a skilled rider would be struggling to get a stock "race" BMX above 18 MPH.
A 26" "cross country" MTB would get to about 35 MPH for an equally skilled and strong rider.

If you're concerned about speed - neither one. BMX bikes are "low & slow". MTB's aren't designed to go fast. They're designed to ride off road.

Bike speed is entirely dependant on the strength and skill of the rider. The motor makes the difference, just the way it does in a car. If YOU have a big motor, you will go faster than someone who doesn't

How fast can you pedal? Neither bike is considered fast.

As fast as the person pedaling it.
